Claim
Two co-loading resident files contain near-duplicate sections (normalized 5-gram shingle similarity ≥ 0.8): the same instruction paid for twice on every turn.
Rationale
Duplicated doctrine drifts: one copy gets edited, the other keeps asserting the old rule. Believed harmful; not yet measured (SPEC §6).
Fix
Keep one canonical statement and delete the copy, or replace it with a one-line pointer.
